taversity.net/sessionPop.cfm?confid=149&proposalid=13617\nThe preamble to t
he US Constitution lays out aspirational goals of a democratic society. In
today's data-driven world, it is easy to forget that those aspirational
goals should apply to how we develop and deploy the emerging and disruptiv
e technologies and big data capabilities in democratic governments. Data an
d technology are not value-neutral, nor should they be. In this five-minute
 lightning talk, we'll explore:\n\n
How a well-thought-out data ethics framework can contribute to a more perfe
ct union;\n
How a focus on mitigating bias in data-driven decision making can establish
 justice;\n
How thinking about balance in transparency and secrecy in law enforcement a
nd national security data can ensure domestic tranquility and provide for t
he common defense; and\n
How recognition of common good ethical standards can promote the general we
lfare and secure the blessings of liberty to ourselves and our posterity.\n
